What is Kuali Coeus (RazorGrant)?

The Kuali Foundation is a non-profit organization responsible for sustaining and evolving a comprehensive suite of administrative software that meets the needs of all Carnegie Class institutions. . The Kuali Foundation has, or is working on higher education software for the financial system (Kuali Financial System), research administration (Kuali Coeus), student administration (Kuali Student), library administration (Kuali Open Library Environment), human resources (Kuali People Management), and more. Part of the value of implementing the various Kuali software solutions is their ability to work together as well as their design being exclusively for higher education.

The University of Arkansas is currently implementing the Kuali Coeus for research administration, which has been branded as RazorGrant. Kuali Coeus has several software modules for research administration. The modules are Proposal Development, Awards, IRB, IACUC, Conflict of Interest, Contract Negotiations, BioSafety, and more. The UofA is currently implementing the Proposal Development and Awards, and has long term plans to implement the other modules as well.

Kuali Foundation is community source software. What is community/open source?

The Kuali Foundation provides open source software AND community source software. Open Source is described by the Kuali Foundation as "software that refers to programs for which the licenses allow users to: 1) freely access, install, and run the software for any purpose; 2) modify the original software; 3) redistribute copies of the original or modified programs; and 4) share modifications with the community." The Kuali Foundation goes one step further by committing the foundation to being “community” source software. The community source nature of the work represents the collaborative nature of institutions to continually improve and enhance the applications. The development and maintenance of all the software is done by the Kuali Foundation participating institutions and business affiliates so that the community have a stake and a say so in the future of the Kuali software solutions.

Do I need a new sign-on and password to log into RazorGrant?

No. Your current UARK username and password will access the system.

Can I use the back arrow in my browser?

No. You should not use the Back or Forward arrows from the browser. You should navigate within RazorGrant by clicking the appropriate TAB or PANEL.

Where can I find items waiting for my review/approval?

Click on your Action List, a box located in the upper left corner of the main screen. A document will appear in your action list only when your action is requested, and will disappear after you have taken action on it.

What is the difference in the “Reject” and “Disapprove” commands?

Pressing the Reject button causes the proposal to appear back in the PI’s Action List with a comment from the rejecter. The PI can change the document and resubmit for approval. The rejection comment is visible for everyone on the approval chain.

Pressing the Disapprove button stops the workflow and the document cannot be resuscitated, although it can be copied as a new document. Once a proposal is disapproved, everyone who has approved to this point has an acknowledgement sent to them on their Action List and the comment given by the disapprover is visible. No further routing or action will occur.

What will happen to the proposals and awards that submitted/awarded prior to RazorGrant?

Pending proposals will remain in our previous system, InfoEd. Upon award, they will be entered into RazorGrant so your current report will reflect your new awards. Current awards will remain in our previous system; InfoEd so when you are working on your current award report, you will need to remember to add these.

Will my proposal and budget be secure?

Yes. The data will be protected and only those users with the proper security will be able to view and maintain their own proposal and budget data.

Does RazorGrant time-out? If so, does my data save?

RazorGrant does time-out after 30 minutes. A message will be displayed letting you know the session will time-out in 5 minutes, after which you will be forced to log in again. If you have not saved the information you have entered into a RazorGrant screen, you will lose this information.

Can you switch the sponsor after the proposal development document has been saved?

Yes. Sponsor is a required field for Save but remains fully editable until the proposal is submitted into workflow. If you do not see the Sponsor in the Search, use “Sponsor to be entered” Sponsor Code #100085 and notify your Grants Specialist so that it can be added.

I tried to search for the Sponsor Name by typing in the Acronym but no results were returned.

The acronym in RazorGrant may not always be the most common acronym associated with the Sponsor. The easiest way to search for a Sponsor is using wildcards (*) and entering the search criteria in the Sponsor Name field. (i.e. *energy*).

Who has to answer the Certification questions displayed for the Principal Investigator and Co-Principal Investigator in the Key Personnel TAB?

The PI and each of the Co-PIs must answer these questions. The proposal development document can be routed to the PI and Co-PI(s) for this action. See Quick Start Guide for the PI (Step 3) and for the Co-PI (Step 1) in the training link on the RSSP website for detailed instructions.
